No. You are a temporary visitor to the US with no permanent residence in the US.
If you are on another type of visa, you can. For instance, an F-1 Student Visa… You need to apply for a social security number. You can take your denial letter from the SSA to the DMV and apply for a license in your state. You’ll need to bring proof of residence and other info with you. Once you get your driver’s license, then you can apply for insurance.
